Substrate Effects for BSE style calculations

Hi,
I was wondering if it was possible to artificially change the real part of the dielectric constant in a BSE style calculation. For example, I'd like to look at the effect of the effect of a background dielectric on the absorption spectrum of a carbon nanotube encased in a high-k dielectric shell, and be able to say something less generic than the binding energy should go as ~1/dielectric, or 1/(dielectric^a) where a ~<1. Thanks for any advice.
