In principle, the build system of Abinit downloads it for you. If you want to build BigDFT separately, just look at the ~/.abinit/tarballs/ directory.

I also encountered the same problem, I think it is a bug. bigdft has no 1.7 version at all, and I download bigdft from abinit website but the problems can not be solved. abinit can not recognize the current package
